We report on the recent measurements related to the flavour-changing-neutral-current $b \to s$ quark-level transitions at the $B$-factories. The measurement of the decay $B \to K^{\ast} \gamma$, time-dependent $CP$ asymmetry in the decay $B^{0} \to K^{0}_{S}\eta\gamma$, and angular analysis of $B \to K^{\ast} \ell^{+}\ell^{-}$ are reviewed. We also report on the searches for the decays $B^{+}\to K^{+}\tau^{+}\tau^{-}$ and $B\to h \nu\nu$. All these analyses are performed on the data sample recorded by the Belle or BaBar detector at the $\Upsilon(4S)$ resonance.
