Following endorsement of the update of the European Strategy for Particle Physics by the CERN
council in 2020, ECFA was charged to prepare a Detector R&D roadmap and then to develop
an organisation to execute it. This paper oultines the main steps that led to form new Detector
Research and Development collaborations, it briefly describes the framework to host them at
CERN and highlights the scientific programs and the work plan established by the participating
institutes.
