Publishing full statistical models of CMS physics analyses

Abstract
The CMS Collaboration has recently approved the public release of full statistical models for its physics analyses, including the data necessary to construct complete likelihoods. The statistical inference tool, "Combine", essential for this process, is now available under an open source license. This report highlights key features of {\sc Combine} and discusses the publication and utilization of statistical models, including the first released model used in the discovery of the Higgs boson.
